They create a Ecological Tourist Zone and a Brand Agricultural Development Zone for the raise of Green!” suggested by Shi Kerong, the deputy to the National People's Congress, the vice chairman of Industry and Commerce Association of Langfang City, Hebei Province, while talking about the problem of the poverty belt around capital.

　　Shi Kerong found that the poverty belt around capital highly dovetails with the enrichment countries of tourism resources about 80%, for instance, Laiyuan Baishishan, Fuping Tianshengqiao, Luanping the Jinshanling Great Wall and Zhangjiakou travel road and so on. He suggested to positively plan for the tourism industrial belt in Beijing Mentougou, Hebei Laishui, Laiyuan, Fuping, Yixian, and emphasize on the establishment of the leading scenic plot in Laishui Yeshanpo, Laishui Baishishan, based on the dam journey, grassland road, winter skiing to create Zhangcheng tourism belt and etc..

　　Shi Kerong also said “ Coordinate the department of agriculture and forestry in three places of Beijing, Tianjin and Hebei. Increase support for the agriculture and forestry of poverty belt around capital. Establish a brand agriculture development foundation. Vigorously develop brand agriculture, leisure agriculture, hydrophilic agriculture. Use PPP pattern to make government take charge of promotion, enterprises take charge of sale, farmers get benefits. Fully integrate the minor cereals, fruit, dry fruit in this areas and vigorously promote the plant of cash crop, walnut, apple, chestnut to rapidly develop those areas in the arisen of green.
